In the CREDITS file (and on the web site listing of committers), I think we should distinguish between active and emeritus committers. I believe this is important to let the community know who is committing code actively, encourage committers to remain active, and it mirrors the practice done by other ASF projects. I want to make sure we give past committers all due credit too.
Here's what I have put in the CREDITS file, but I'd like everyone's feedback and comments.
