In the CREDITS file (and on the web site listing of committers), I think
we should distinguish between active and emeritus committers.  I believe
this is important to let the community know who is committing code
actively, encourage committers to remain active, and it mirrors the
practice done by other ASF projects.  I want to make sure we give past
committers all due credit too.

Here's what I have put in the CREDITS file, but I'd like everyone's
feedback and comments.  (I also changed "dev team" to committers, noted
the alphabetical order which is very politically correct, and noted that
emeritus committers may still be involved in other ways.)

  not committed anything for six months, and so are considered to have retired

  the project.  We wish them well and hope to see them return someday.
