Ok, so why not:

perl Makefile.PL ENABLENET=yes ENABLERAZOR=yes ENABLESQL=yes

I believe most other perl modules do it this way, and closely simulates
the "./configure --with-sql" type behavior which makes it easy to script
the "what I did to compile the last time" thing.
