This rule doesn't consider the "neutral" reply for SPF queries. While it may be
a definite no-no to outright reject e-mail in this case, I have found during the
past weeks that it is a strong indication that a message is indeed spam.
Probably even stronger than "softfail".

Take for instance the Amazon.com (an many others) SPF record. All IP's for
207.171.160.0/19 will "pass", while others will yield a "neutral" response.
Spammers will quickly pick this up to prevent additional scoring.
