I feel exactly the same way:

 -1 on 1, +1 on 2,  +0.5 on 3 as that might introduce further bugs. 
 
regarding that being a trivial patch, btw, I can see your POV, considering
changes to build infrastructure as not being changes to core code. But in
my opinion, a change to the build stuff that breaks things could be very
serious, as it means a subset of users can't use *any* of the code -- so
build stuff has to get R-T-C when we're in R-T-C mode.
