Actually, you can switch on the command line already, as pointed out by jm
in another thread not long ago:
spamassassin -MMail::SpamAssassin::DirBasedAddrList {otherflags}
or
spamd -MMail::SpamAssassin::DirBasedAddrList {otherflags}
