Sure, then add this to your ~/.spamassassin/user_prefs:

header TO_8BIT To =-~ /[\x80-\xff]/
describe TO_8BIT Non-ASCII chars used in To
score TO_8BIT 2
header FROM_8BIT From =~ /[\x80-\xff]/
describe TO_8BIT Non-ASCII chars used in From
score TO_8BIT 2

I *think* the To test will work against CC, but I'm not certain.
