procmail is probably the best since there's no point in scanning the SA
list since it'll near always get tagged.
I tend to just let it all scan though (try to avoid having exceptions
in the procmailrc) by using:
all_spam_to [EMAIL PROTECTED]
score USER_IN_ALL_SPAM_TO -500.0
