SA does not have many FPs, but the average score of FPs is sometimes
higher than 7.0, especially with network tests turned on.  I think
it's much safer from to never kill messages unless the user makes that
choice.  Some people may not be receiving a significant amount of spam
(unlike most of us) and looking through all FPs will not be a
significant burden for them.

The SA GA is tuned to score messages above or below the default SA
threshold.  Giving high scores (well above 5.0) to spam is secondary
to the initial classification.

If any of those RBLs are free to use and do not FP much (this would
exclude the the last section of RBLs in your list), you can submit a
bug with the rules and we'll look at adding them.
