What versions of outlook are you seeing these problems with? I've checked
Outlook 2000 and Outlook Express 6.0; both preserve a full set of headers and
the message ID when forwarding as attachment. Before feeding these messages
to spamassassin it's necessary to "unwrap" them so only the original messages
get fed into the bayes database.

One caveat I have found: I generaly use text-only emails; when attaching html
or multipart/mixed spam to a text/only message, outlook mangles the attached
message(s) to also include just the text/plain part. Make sure you set the
message type of the "wrapper" message to html to preserve all parts of the
attached spam messages.
