This is on a pretty standard installation with razor2, pyzor and dcc active.
Sounds/looks like one or more of your RBL checks are timing out.
Try disabling a few by setting their score to 0. Also if you're running a version older than 2.54, one of the default blacklists is no longer in existence, but I forget which one offhand. It's been removed from the ruleset in 2.54 and higher.
