I'm seeing the same thing. I was using a CVS version from about 6 weeks ago (give or take a couple weeks) with great success, now I'm not seeing any headers added whatsoever. Nothing with my local.cf, user_prefs or .procmailrc has changed - this started happening as soon as I installed RC1.
