I'm using spamassassin 2.60-1 packaged for Debian.  Various pieces of
the documentation seem contradictory on the use of user preferences by
spamd.

README says
  - $USER_HOME/.spamassassin/user_prefs:

    User preferences file.  If it does not exist, one of the
    default prefs file from above will be copied here for the
    user to edit later, if they wish.

    Unless you're using spamd, there is no difference in
    interpretation between the rules file and the preferences file, so
    users can add new rules for their own use in the
    "~/.spamassassin/user_prefs" file, if they like.  (spamd disables
    this for security and increased speed.)

    Note the final material in parentheses in particular.

On the other hand, the man page for spamd includes this:
  Note: Although "spamd" will check per-user config files for every
  message, any changes to the system-wide config files will require
and this:
  -c, --create-prefs
         Create user preferences files if they don't exist (default: don't).

It also discusses the -H option for home directories, though only in
connection with subprograms run by spamassassin (e.g. razor).

I realize that user_prefs is not the only config file, but what is going
on?

I can think of two possibilities:
1) man spamd is current and the README is out of date (or vice versa?)
2) They are referring to different subsets of the configuration files
(user_prefs is ignored but other stuff is used).

I'd appreciate any clarification.
