Actually, perhaps it would be best to only turn off SMTP from servers from
which *no* legitimate mail was delivered (in the last X amount of time).

This is easy to compute, and is the most conservative (if any legit mail
comes from there, we let it through).

Furthermore, it looks like this would still leave PLENTY of spammy SMTP
servers to turn off...
