You can specify that value in ANY of the config files that SA parses. So there's no one specific file it belongs in.



If you want to change the value on a site-wide basis, put it in /etc/mail/spamassassin/local.cf (or any .cf file in /etc/mail/spamassassin)



If you want to change it on a per-user-that-executes SA basis, put it in ~/.spamassassin/user_prefs



The "default" settings are in /usr/share/spamassassin/10_misc.cf, however I would STRONGLY advise not editing any of the files in that directory. If you want to change the value, over-ride it in your local.cf.
