Just a thought inspired by the recent RulesDuJour et al discussion: a
Subversion / CVS repository for the SARE rules might solve several
problems at once.

o Users could easily keep their rules up-to-date.
o Traffic would be kept at the required minimum, because no files
  would be downloaded unnecessarily.
o Anonymous users could be subjected to rate delimiters.
o Authenticated users (subscribers, donators) could be allowed to
  have access without rate delimiters. Should there be abuse from
  authenticated users, it could easily be traced.

I haven't yet thought about this in detail, but I believe repositories
would be a Good Thing(TM). Besides, the Apache Group already has the
infrastructure and experience for this kind of repositories; have a
look at <http://www.apache.org/dev/version-control.html>.
