88_FVGT_URI.cf

I tried to e-mail the maintainer listed in the header of 88_FVGT_URI.cf but 
the message bounced back so I though I'd try here.  I'm not sure why but 
the rule URI_TI_BADLINKS explicitly goes after tippingpoint.com.  I'm not 
sure why because they are referenced in a message I receive regularly from 
Qualys listing known vulnerabilities.  Hardly a spam suspect...
