I don't remember the details, but it was intentional if it's in the docs
(which it is).

A look at the log for Conf.pm shows it was done in r6085 by duncf to fix
bug 478 (rewrite from, to, or subject, not just subject...)  It's there
from that point on.

My guess is that it was related to not wanting the rewrite to be
considered a comment/not wanting to have multiple comment levels, ie:
((SPAM 8.0)) since from and to do the paren encapsulation.  So I'd say
for Subject, don't bother doing the paren->bracket thing.  It's probably
a good idea for from and to to keep doing it though.
