3.0 Pre 2 - Header Reports

I am testing out 3.0 Pre 2 and am running into an issue when a message is tagged as spam.  It looks like SA is putting the 'headers' in with what seems like a blank line so instead of the report being in the header of the message, it is moved down to the body.  This only happens if something IS spam...   I am using the report_Safe 0 in my config file so it should not modify the body or subject (which is not what it is doing).  It just looks like it is jamming in a blank line somewhere in the header.   Has anyone seen this before?   - Ryan
