.spamassassin/user_prefs is not a directory.  It is a file.  It would be
helpful if you could include additional information about your SA
configuration, specifically:

1. Version of SA.
2. How SA is implemented in your mail server configuration (milter,
procmail, etc.)?
3. Any output from "spamassassin -t"
4. A copy of the contents of user_prefs.
