There may be a better way, but something like this will work:

body       __MINISTER1      /prime minister/i
body      __MINISTER2      /minister/i
meta      MINISTER      (__MINISTER2 && !__MINISTER1)

is as close to what I can regexfully explain what I want to do but I don't
want to match minister on the above.
