I cant comment on the outlook plugin, but I do know sb_bnfilter....

sb_bnfilter solves one specific performance problem with sb_filter - it avoids 
having to reload the spambayes database for every filtered message. The 
outlook plugin doesnt use sb_filter (so it cant have a 'bn' upgrade) and has 
never had that specific problem that sb_bnfilter solves.
