I highly recommend that you use 1.0.4 rather than 1.0.3.  1.0.3 contains a
bug that could cause many problems under certain circumstances (although I
do not believe it is related to the problem you describe).

What happens if you open a web browser (e.g. Internet Explorer or Firefox)
and go to <http://localhost:8880>?  Does that open up the main page of the
web interface?  If not, could you send us a copy of your most recent log
file?  The troubleshooting guide explains how to find them.
