Your message mentions Outlook Express (twice), but the log you sent  
is from the Outlook plug-in (Outlook and Outlook Express, despite the  
similar names, are very different programs).  Are you using Outlook  
Express and sent the wrong log, or did you send the right log and  
write the wrong mail client?

The Outlook plug-in is not involved in sending (or receiving) mail at  
all.  Certainly, if you also have this problem when SpamBayes is  
uninstalled, then the problem is not due to SpamBayes.

The most likely cause (from the error message) is that your mail  
provider (e.g. ISP) has changed things on their end.

If you are, in fact, using Outlook Express, then you may have setup  
the SMTP proxy, in which case SpamBayes is involved in sending mail.   
The simplest solution is to open the configuration page and remove  
and SMTP proxies that are setup (and change Outlook Express from  
connecting to localhost back to connecting directly to the server).   
The SMTP proxy is of no use for Outlook Express users in any case.   
Once this is done, Outlook Express will be directly connecting to the  
server.  My suspicion is that the problem will continue, and once  
again the best thing to do would be to ask your ISP about the problem.
