That is correct.  There is a partial translation (for 1.1) done  
already, but it does need finishing off.

I'm not sure why the people that volunteer to do translations aren't  
finishing it.  If the problem that the process is too complicated, or  
if there's something else that we can do to make it easier, then  
*please* let us know that.
