Outlook Express is seriously feeble in the filtering department. It will
only allow you to filter on a small fixed set of headers. On the
configuration page in the Header Options section you can choose to insert
classification of ham, spam or unsure in the Subject: or To: fields. I
think OE will filter either header. You can experiment or check the
SpamBayes FAQ:

I think there's something there about OE and its limited filtering
capability.
