Good question. Is there no "unstable" Debian repository you can search with
apt-cache? (Looks like "sid", the development version is aliased to
"unstable".) Alas, it appears not to have a later version:
http://packages.debian.org/unstable/mail/spambayes
Alexandre Fayolle is listed as the package maintainer. I've cc'd him in
case updating to the later version is straightforward.
