Would it not be a good idea for ISPs to educate users about spam?

Every new account usually gets a welcome email. A little message at the top about
being wary of deceptive and fraudulent email would be a good idea wouldn't it?

I know many new users who have replied to spam - and even passed it on to their
friends!

If spammy's success rate was reduced then many of the spammers would simply dissappear
- wouldn't they? Many spammers have minimal or small profits. The exception is where
credit card fraud is involved - and once this is discovered the spammer is jailed.
Spammers can't spam from jail - can they?
