Me too! I noticed the same thing on a spam report I sent this morning. The parser proposed sending complaints to the mail server sending the spam and the web host for the URL in the message body. After clicking on 'Send reports' I noticed that ONLY the mail server's abuse addy was listed - the web host wasn't listed as a recipient.
