Block the IP address at the router instead of at the mail server. Or use
run a personal firewall software on the machine to block that particular IP
address.
You can do a traceroute to 212.20.74.198 and report to the upstreams. Looks
like "ipnet.cz" or "npsumava.cz" or "mopos.cz".
