Bob, I understand your frustration at SpamCop, perhaps I can clear some of
that up for you.
SpamCop does not send abuse reports, it is only an e-mail parsing service.
Most people do not know how to read e-mail headers to tell from where spam
is coming, but there a few of us who want to know so we can complain to
their ISPs and maybe help slow down the flood of spam. SpamCop helps out
with this by parsing the headers and suggesting to whom we can complain.
SpamCop does not automatically send the reports, the person using SpamCop
must tell Spamcop to whom reports should be sent.
When SpamCop then sends the abuse reports (only under the user's
authorization), it generates a from address which maps to the user's address
who sent the report. Any e-mail sent to this address will be responded to
with a message asking if you're a human or a robot, allowing the user to
filter auto-acks from concerned admins. You should only get one of those
human/robot messages per report, if you got more than one per report, post
again and the admins will investigate.
If you look at the abuse report that was sent to you, you'll see a link to a
page where you can mark an issue as resolved, and add comments about the
issue. If you do that, the next user to parse an e-mail referencing that
url will see that the issue about the url has been resolved, and the user
won't get the option of sending you another abuse report.
To summarize, SpamCop is not a reporting service, but a parsing service. If
you think you're getting erroneous abuse reports, follow the link in the
report and mark the issue closed. If reports keep coming in, notify the
SpamCop admins ([EMAIL PROTECTED]) that there may be abuse of SpamCop
going on. Send the the complete SpamCop report, with full headers and the
entire spam. They will take the issue up with the user in question and
either ban or fine that user. Blocking SpamCop IPs will do nothing to help
the situation, understanding what's happening will.

I have received a report that a customer of mine (http://www.mozuna.com) is
SPAMMING. I know this individual and I know that he has a link on his page
going to SPAMCOP. He has always hated spam as I do.
Now I am being SPAMMED by YOU! I have received a notice from you telling me
that he is advertising on his web site. Yes, he is advertising on his web
page. That is the general idea of having a web page. He is also
advertising for YOUR service with a link to SPAMCOP. I wrote in to notify
you that I sent the message to him so that he could check it out. Then your
automatic SPAM machine started sending me messages to see if I was really a
human or a 'robot'. I sent a request back to ask that you NOT send me
anymore SPAM. Now your machine wants to continue to SPAM me with this
nonsense.
At this point I feel it necessary to BLOCK all IP's from your network as a
last resort to STOP your unnecessary SPAMMING to my network. My customer
did NOT send SPAM. Admit your mistake and stop spamming me.
