[1] Background The United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD Programme) is a collaboration between FAO, UNDP and UNEP. It builds on the convening power of its participating UN agencies, their diverse expertise and vast networks, and “delivers as One UN”. Within the partnership, FAO supports countries on technical issues related to forestry and the development of cost effective and reliable Measurement, Reporting and Verification (MRV) processes for emission reductions which is required for the implementation of REDD+. At the international level, the partnership fosters improved guidance on MRV approaches, including consensus on principles and guidelines for MRV and training programmes. The United Nations Framework Convention on Climate Change (UNFCCC) agenda item on “Reducing emissions from deforestation in developing countries and approaches to stimulate action” was first introduced at the Conference of the Parties (COP11) in December 2005 by the governments of Papua New Guinea and Costa Rica, supported by eight other Parties. The challenge was to establish a functioning international REDD+ finance mechanism that can be included in an agreed post-2012 global climate change framework. Progress has been made and the need to meet the challenge is now reflected in the Bali Action Plan and the COP13 Decision 2/CP.13. A Decision (4/CP.15) was adopted at COP 15 regarding “Methodological guidance for activities relating to reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries”. The work of the consultant falls within the framework of the UN-REDD’s thematic area of National Forest Monitoring Systems. This thematic area is in a second phase and includes the development of national satellite forest monitoring systems that will be integrated with the forest monitoring system, TerraAmazon developed by Brazil’s National Institute for Space Research (INPE). The work will be carried out at the premises of FAO UN-REDD Programme for Country Implementation in Zambia and Tanzania. Results shall be presented at various meetings and also be used to inform UNFCCC parties. Tasks Under the overall guidance of the UN-REDD Programme Coordinator, the direct supervision by the Remote Sensing team leader, Inge Jonckheere and the programming team in FAO HQ, and in close collaboration with the respective country focal points, the consultant will: Help in developing new features on the NFMS infrastructure; Help in defining and developing statistics based on country specific needs and data available; Help in developing the dynamic analysis interface for the GIS database to provide the users on-the-fly results; Process GIS data for publishing on GeoServer and calculating statistics; Assist in the implementation of the web portal for Zambia and Tanzania; Help in updating the GeoStore administration interface as needed. Assist in the in-country capacity building for the NFMS infrastructure set-up and implementation in both Zambia and Tanzania; Perform other duty as required. Throughout Consultancy period: Ensure that the national counterparts fully understand all the work-processes, so that future repetitions will be possible with the country own capacity; Participate actively in the effort and dialogue necessary for developing tools into existing FAO tools (through the FAO Forestry RS Task Force with FAO-FIN and FRA). Maintain pro-activeness, communication and commitment in the daily work with Tanzania and Zambia; Describe all work in a terminal report at the end of the assignment - to be submitted to FAO HQ for Technical clearance. The compilation of the report should start already from start of consultancy and be the topic of bi-monthly consultations with the RS Task Force; Present the final report and products to the FAO RS Task Force and the UN-REDD Programme; Perform any other relevant tasks as required. Availability to carry out (inter)national missions if necessary; to attend technical workshops and communicate UN-REDD's relevant achievements, ongoing work and projects.
