At this point in time, ftp.kernel.org is swamped. And the US mirrors are
still messed up so lots of people will be going to ftp.kernel.org to pick
up their copy of 2.2.0.
What was messed up on the mirrors was that of the 6 IPs that were assigned
to the name ftp.us.kernel.org, 3 had data and 3 did not. Of the 3 that did
not, one didn't even have the directory, and the other 2 were just not up
to date. Of the 3 that did have data, the paths were different, so with
round robin hits, it's like tracking a moving target. And since I am using
mirroring software myself, I'm also sensitive to the date inconsistencies
on the various mirrors.
