I did get similar results when booting a SS2 and a SS IPX, respectively,
using the same method: either the machines stopped loading somewhere in
the middle of the boot image and seemed to hang or they complained "The
program just loaded is not executable". I did never get any "Data Access
Exception", though.

However, I did succeed in booting them using the "debug load" feature:

4000 dload tftpboot.img <(or whatever)>
go

The address (4000) I took from the help text.
