This has been a long standing problem.  Some folks in Hungry tried to
debug it a bit.  One thing you can try, which worked as a hack for
them, is to remove the printk statements in
init/main.c:calibrate_delay_loop.  Does it boot up SMP if you do this?

Ingo, was any further progress ever made on the system you were
debugging this on?
