You should probably go back and read those messages, and follow the suggestions therein.

It has both IIS and Apache running. I am using Apache for the TPP on port 1441. When prompted by the installer I chose to use Apache with the TPP. When I initially installed TPP 4.0.2, I needed to make some changes to the Apache http.conf file as advised via this group. The Apache server is still working properly, ie. I get the "It works!" page when I go to http://localhost:1441/ Perl is install in C:\Perl64 No doubt there's some file I need to alter slightly to get things working, but I have no idea what to do.
