Dear SPDX Legal Team: Following is the link to the spreadsheet I prepared containing the GPL license exceptions I’ve been able to identify and locate. Note that this list, while comprehensive, it is still not exhaustive. There appears to be a proliferation of these exceptions and many developers appear to be creating them (almost ad hoc) to allow their users to do certain things. There may be many more exceptions in the wild that even I have not unearthed. I have included a brief note in the spreadsheet explaining my research methodology… ahhh, essentially two different Google search queries.
Based on these findings, as s Mark Gisi and I have been saying, it may make more sense not to include exceptions on our list, but to note the presence of such an exception in a software package thereby allowing whoever is reviewing the licenses to follow-up. Keeping exceptions “statically,” on the list may provide a false sense of security that the list is exhaustive and, at the same time, render the list unwieldy.
