Issues currently tagged for immediate release are in [1]. If folks feel like an issue there can be punted, you should probably add a comment to that effect in the issue. Similarly, if you feel that an issue should be included in the next release (e.g. if, for example, we wanted to block the next release on the -only/-or-later changes), you should probably comment to that effect in the relevant issue (possibly creating a placeholder issue if there isn't one already).
