This bug was prompted by the following question from Phil O:
Is there any issue with license refs in hierarchical SPDX docs. Should there be
any upwards inheritance? (the parent doc can reference a license-ref used in a
child doc) Is there any issue with namespace collisions? Am I using software
speak correctly?
I suppose the simplest thing is that the license refs are just local to the doc
and thereâs no crossover with contained docs.
