For those not following the GitHub issue, I added another proposal, which essentially boils down to:
* Keep the Licensing profile lean, only specifying related properties (e.g., declaredLicense) and valid License Expressions; * Move the representation as a tree-of-Elements to a different, more specialized profile. This way, it will be available for those who want it, but it won't inconvenience the majority of users (producers and consumers) who may prefer to use simple strings.
