I know this may sound stupid.... and i admit up front that I may be quite
off track.
However... Are you using NT? Did you use the ODBC Datasources control panel
to create the datasource? If both are true, did you remember to set the
default Datatabse to smpolicy? If you hadn't, it will still "test"
correctly but I had a similar problem and this was my problem.

|Since this failed, I thought perhaps a new installation of

|bring back sc1, so I uninstalled and reinstalled. I am still

|error and am unable to recreate sc1 properly. After this
|error, I checked
|the Security Contexts and found there was a listing for sc1 but it was
|incomplete. UserObject under Enable Security For Object Types is not
|checked. When I try to check this box and press Apply I get the above
|Security Policy action failed message.
