Hi Patrick, list, unfortunately NCM does not provide scheduled (or even repeated) bulk tasks of any type (special collection , device family, etc.).
We opened enhancement requests for this and the "forgotten" feature (SCM provided this feature) will get implemented in a release cycle following 10SP1. I've no information regarding your second request but don't think it's possible to build collections from config content.
