I've noticed following behaviour on Spectrum:
- when link between two devices is manually deleted, Spectrum will not
added it again (I've tried rediscovery connections option, and also to
delete and discover those devices again)
My question is in which case Spectrum will bring back the user deleted
connection?

You'll have to 'rediscover connections' from the right click menu on the device
to add the connections again.
