ITM can forward alerts to Spectrum as SNMP, using Southbound Gateway toolkit.
On the other side, Spectrum can forward alarms to ITM with postemsg/postzmsg
for disposition (sending to pager, run remote scripts &c).

Can Spectrum be a centralized console for a monitoring environment? Does it
have functionalities that allows me to integrate other solutions to it's
Console?

For example:
ITM Tivoli
