There's no real chat option, at least in 9.1.2. You can send messages to logged-on folks using the OneClick web (!) interface found at http://youroneclickhost:8080/spectrum (if Port 8080 applies for your environment) in the Client Details tab usind the Send Message button after selecting the appropriate clients.
Beware: This gives the user just a green '+' symbol on the chat icon, though. That is, there is no real time notification like a popup or anything. User has to click on the icon to show the message.
