CA recommends that no other external application/script to connect to mySQL database (at the same time as any Spectrum application anyway) because the database might become corrupted; that's why they put that "lock" system in place (with *.LOCK files to prevent concurrent access to database).
I haven't tried very hard to understand what that script wants to do (I'm no SQL guru and never been one J ) but I am pretty sure that the same thing can be accomplished using Spectrum CLI. Spectrum CLI is a very powerful feature and gives access to many-many things - have a look at the documentation, there are chances you will find what you need.
