Evidently, that's the response you get when you try to start the SpectroSERVER without removing the lock file.
It turns out that someone rebooted the Sun host without bringing SpectroSERVER down, so a .VNMDB.LOCK file remained. When they tried to bring up the SpectroSERVER without removing the lock file, they got the wierd response and gave me a call. I removed the lock file and the SERVER came up fine.
