Hi,

You can use Policy Manager as Cristi says. But maybe you don't need a
complex policy to accomplish you goal.

You can simply remove user privilege to read/write security strings.
This privilege is assigned per user in User Tab -> Access Tab ->
Privileges: "Model Management -> Model Write -> Security String"

Also, with Attribute Editor you can modify Security Strings for models
and check the "default" checkbox in order to use this security sting
as a default for all models of the same ModelType. If ModelType is a
LAN container, all your new LAN containers will use this new security.

Maybe this can help.
Regards.
James.
