You might be trying to limit these at the source(Spectrum) but did you take a look in what's possible with the Netcool probe rules file?

Hello, looking through the documentation for the probe, it looks like the probe uses a Spectrum User Model to connect and get the Alarms. The only limitation on retrieving the alarms looks to be by severity, so that's unusable for you.
