from the 9.2H04 release notes I read the following:

Symptom: Incorrect reboot events are generated for Cisco models. 
Resolution: Modified the detection logic for reboot event.
(H04, swbug024259, 19619831-1) 
(H04, swbug024675, 19738515-1) 
(H04, swbug024521, 19798646-1) 
(H04, swbug024573, 19771276-1)

So if you're talking about Cisco devices, that might be the reason.
Unfortunately, H04 was taken back due to some issues (ftp server shows a "H04 
is temporarily unavailable.docx").

It's been a couple years since I checked this in the EventDisp and AlertMap 
files,
but I believe one of these events is Cisco-related, the other is 
Windows-related, and both are trap-based.
I don't recall which event Unix/Linux generates.

Hi,

I've observed this same thing sometimes. I haven't found out why.

I have modified event 0x10306, witch is generated by a cold start trap. I've 
changed it to generate an alarm.

Event 0x10013 is also generated by I cold start trap, but I don't know the 
difference.

If you find out something more, I'd appreciate you write to the list.
