at the user or group level, and letting them continue making filters that would 
just apply on top of the administratively-set filter. However, we can’t even

a user’s filter if the user already has one of the same name.

How do you manage this issue? Do you have a way to either restrict users’ 
alarms, or to push alarm filters to them?
